SOBRAC is on a path of improvement, after 10 years of its existence. Over the years, we have learned and modified the ways in which SOBRAC was organized, held congresses/symposia, and edited the magazine.
In April 1994, the 15th SOBRAC Meeting was held together with the I Congress Brazil/Argentina, which was one of the biggest technological events in the area of Acoustics and Vibrations in Latin America, with the publication of Annals of 600 pages, 6 ( six) key US speakers and Europe, with sections specialized in the area of individual and collective protection against noise and vibrations, vehicle acoustics, urban noise, active noise control, acoustic materials and devices, with 88 works presented from Brazil, Argentina, Chile, and Mexico.
One of SOBRAC's great achievements in 1994 was the work carried out together with other Latin American Societies such as: the Argentinian Acoustics Association (AdAA), Chilean Acoustic Society (in the reactivation phase), Peruvian Acoustic Society (SPA), and Instituto Mexicano de Acústica (see news on page 71).
The request for copies of the magazine in Brazil and other Latin American countries led to the publication of the magazine in a new form. From this edition onwards, the journal will be in A4 size, with all articles in the same form, with high print quality, that is, the journal is at the same level as other international technical journals. We are composing an editorial group in 1995 in the various areas of acoustics and vibrations to contribute to the quality of the articles.
Consumer demands on acoustic quality in the work and leisure environment significantly increased the demand for technology and information in this area, which stimulated SOBRAC to publish special editions, such as issue no. 13, July/94 on "Noise, Vibrations and Man", this issue on "Vehicle Acoustics", as well as the next issue of July 95, which we intend to address "Industrial Noise".
In this context, the Sociedade Brasileira de Acústica, as a technical entity, dedicates this special edition to Vehicular Acoustics with the support of the Automobile Industry, Universities and Service and Material Providers.
With CONAMA resolutions 06/93 and 07/93 and municipal and state decrees, in addition to the opening of the market for imported vehicles, national technological development in the area of vehicular acoustics becomes inevitable to achieve competitive standards of external noise and internal comfort acoustic.
We would like to thank the contribution of all authors and co-authors of this edition, especially Prof. Helcio Onusic for recommending the topic and for supporting the editing of this volume.

In the scientific articles section, the work “Qualification of the acoustic insulation laboratory at the Federal University of Santa Maria according to the international standard ISO 140”, by Pizzutti and Mutti, presents the acoustic performance of the UFSM laboratory for the analysis of acoustic insulation of walls, frames and windows; next, the article by Sylvio Bistafa draws attention to the problem of noise caused by hydraulic installations in buildings and buildings; Claudio Alvarenga presents the development of shock absorbers through comfort analysis; directly from Chile, and with an article in Spanish, Costabal, Seballos and Matamala present a model to assess the stress caused by noise based on the mechanism proposed by Rahe; Finally, Almeida e Lima Jr. describe the diagnosis of misalignment in disk coupling using real-time spectral analysis.
The inserts section has an article on the effects of noise on human beings, written by Professor Pérides Silva (CEFET Belo Horizonte); an article by Professor Samir Gerges (UFSC) on noise reduction in electric motors; and, finally, a text on the elaboration of the “Seal of Noise”.

Vol. 5 No. 08 (1990)This issue has two articles, two inserts and abstracts presented at the XI Meeting of Sobrac, held in November 1990 in São Paulo/SP, and the IV Symposium on Dynamic Mechanical Problems (Diname), held in March 1991 in Pouso Alto/ MG
The first article, entitled "Viscous Anti-vibration Pulleys for Diesel Engines, Fault Diagnosis", presents a method used by Mercedes Benz engineers in Brazil to diagnose faults in diesel engines. The second, entitled "Low Frequency Noise Absorption Using Cavity Bricks", evaluates and discusses the use of bricks with internal cavities acting as Helmholtz resonators for low frequency noise reduction.
In the inserts section, Silvana Gonsalves presents the National Program for Education and Control of Sound Pollution, coordinated by Ibama (Brazilian Institute for the Environment and Renewable Natural Resources) and inspired by Resolutions 001 and 002 of Conama (National Council for the Environment). Finally, Professor Samir Gerges presents a mini-class on the effects of noise and vibrations on human beings.

Vol. 5 No. 07 (1990)This issue has an article, an insert and information about the X Meeting of Sobrac, held in December 1989 in Rio de Janeiro/RJ; XII World Congress on Occupational Health, held in May 1990 in Hamburg (Germany); and Internoise 89, held in December 1989 in Newport Beach (United States of America).
The article written by Elvira Viveiros presents the implementation of a quick method for evaluating the acoustic intelligibility of rooms.
Finally, the booklet has a mini-class on vibration isolation.
Editorial
Sobrac, despite the difficulties that the country is going through, has grown a lot, but it needs to grow much more, for its strengthening and development of acoustics and vibration science. During the 88/89 administration we managed to hold a meeting in Florianópolis-SC, at the end of 87, another in Campinas-SP, at the end of 88, as well as, together with the Rio de Janeiro Regional (Roberto Tenenbaum, Moyses Zindeluk, Jules S. Slama and Ricardo Musafir), the extraordinary III International Seminar on Noise Control, in December 1989 in Rio de Janeiro-RJ, also mentioning the replacement of the newsletter by Revista da Sobrac, published from 1988 onwards on a biannual basis . We also managed to consolidate our connection with the International Institute for Noise Control (I/INCE), in addition to continuing our efforts to hold an “InterNoise Conference” in Brazil, as we are competing in the queue for 93. We wish you a happy and fruitful management for the new Board of Directors for the 90/91 biennium, and we make our acquired experience available to those who will further enhance Sobrac with their greed, creativity and willingness to work.

Vol. 3 No. 05 (1988)We would like to report to our fellow Sobraquians some of the goals we managed to achieve in 1988.
We were able to publish Bulletin 04, which grew to volume 5 — this magazine. This publication was prepared with material that was fully received by the members. Upon receipt of the Bulletin 04 evaluation form, 99% liked the "Mini-Class" and "Technological Innovation" and many asked us for copies of technical articles. In this edition we have achieved better print quality (more legible letters). We already have about 15 participants for our commercial catalog "Who is doing what in Acoustics and Vibrations", and we have extended the deadline for registration and participation until 12/15/88, giving a chance to companies that are still organizing material and also to others who still do not know this future publication. We are holding the IX MEETING OF SOBRAC on the 1st and 2nd of December, in Campinas-SP, thanking IBM, VIBRANIHIL and TRORION-Illbruck for their financial support, and also to our secretary José Maurício who worked up to 12 hours/ day. Our comrades Moysés and Roberto, from Rio de Janeiro, are organizing the great X MEETING OF SOBRAC Along with the III International Congress of Noise Control and X COBEM for December 1989. Last September, in Avignon-France, we participated in the meeting from the International Institute of Engineering Noise Control, marking the presence of Brazil with 5 representatives, where we renewed our request to hold the INTER-NOISE World Congress in Brazil for 1993.
These are some of our achievements, in addition to the modification of the billing system and the complete administrative reorganization of SOBRAC. In the last eight months, SOBRAC grew 18% in number of members, but it is still completely dependent on physical space and telephone at UFSC and the PC computer at GVA (Grupo de Vibração e Acústica da UFSC). The financial situation is not comfortable. Our main expenses are the salary of our secretary José Maurício and postage costs.
It can be noted that we are not talking about the future, nor making plans that are almost always on paper. We are repeating our "SOS" for all members to send us news, articles, mini-classes, technological innovations, jokes, etc.
We leave the evaluations and recommendations for our General Assembly, in Campinas on 12/02/88.
